By instructions of the Commissioner, the National Preventive Group (NPG) conducted planned visit to the Shuvelan Investigation Isolator No.3 of the Penitentiary Service of the Ministry of Justice without prior notice.
The aim of this visit was to ascertain facts on the incoming applications and to learn the situatution of ensuring the rights of the detained persons in the facility.
In the course of the monitoring, over 20 persons detained in various units of the facility as well as those who requested to be received, were interviewed in private. Some applications have been investigated on spot.
Persons who are appealed to the Ombudsman regarding the criminal investigation against them, were met as well and the issues raised, were investigated on spot. Moreover, several detainees thanked the Ombudsman for the invesitagtion of their previous applications addressed to her.
The interviewed detainees did not complain about the custody conditions and treatment in the detention facility, they have been given legal consultations and explained the rights of detainees and the Ombudsman’s competences. Likewise, the applications to be sent to the Ombudsman are accepted by the Group members.
Completing repairing and improving the condition of the new quaranteen room were highly recommended by the NPG and relevant recommendations were given.
At the end of the monitoring, the administration of the detention facility, was given necessary instruction for improvement of the detention conditions, medical service and documentation in comply with national and international legislation, Internally Disciplinary Rules for Investigation Isolators, and the Law on the Protection of Rights of Persons Kept in Detention Facilities.
