Long-term visit was conducted to penitentiary No. 13

The members of the NPM group conducted long-term
(two-day) visit to Penitentiary No. 13 of the Ministry of Justice Penitentiary
Service. The administration of the facility provided every condition for
monitoring.
During the
visit all premises were inspected, detention condition and treatment of inmates
were investigated.
It should be
noted considering the recommendations given during the visit of NPM group to that
facility in December, 2011, work was carried out in the facility which was
appreciated.
About 60
inmates, as well as 13 inmates in punishment cell didn’t complain about
treatment. Some of those persons expressed their dissatisfaction about the
court judgments on their cases.
During the
visit it was defined that two cells of punishment isolator are in need of
repair, the Commissioner addressed the Ministry of Justice in this regard.
