Ombudsman’s National Preventive Group conducted monitoring in Prison No.6 of the Penitentiary Service under the Ministry of Justice without prior notice.
Purpose of this visit was to investigate general custody conditions, treatment in these prison facility, situation of promotion of the prisoners’ rights and check the relevant information written in media. Physician member of the Group also participated in this monitoring.
Punishment cells and medical-sanitation part of the facility were monitored and the prisoners sentenced there have been interviewed.
Furthermore, regarding the documentation about the death of the prisoner Ibrahimov Nurani, transferred to this facility from prison facility No.2, the administration noted that the related criminal investigation was already started by the State Prosecutor Office, forensic examination expertise was implemented and the relevant evidences were submitted for the investigation.
Apart from this, the information related to other five prisoners, also transferred to this facility, was ascertained on spot; those persons were examined by the NPG group physician were not seen any injures on their bodies.
More than 30 persons kept in this facility as well as those who were requested their own, have been interviewed in private and their applications were investigate on spot. In general, the interviewees did not complain about the general custody conditions and treatment.
Also, they have been legally educated about their own rights, Ombudsman’s competences and dealing with the issues raised.
The administration of the facilities above were given necessary recommendations for further improvements of the documentation procedure in comply with internal disciplinary rules, relevant national international legal acts.
The Office of the Prosecutor-General was requested regarding the outcome of this visit as well as the investigation of the fact of death of N. Ibrahimov and submitting the relevant information to the Ombudsman.
