According to the Ombudsman’s instructions, National Preventive Group (NPG) conducted the investigation in the Baku Investigation Isolator of the Penitentiary Service of the Ministry of Justice. The doctor member of NPG also participated in this monitoring.
The aim of the monitoring was to ascertain facts in applications addressed the Ombudsman, monitor the custody condition and treatment.
In the course of monitoring, NPG met with 15 detained persons in private and got familiarized with their general custody condition and treatment.
The accused persons interviewed in private did not complain about the custody condition and treatment. Those inmates were legally consulted regarding the issues they raised.
Some of their applications regarding the fair investigation and taking necessary measures addressed the Ombudsman have been forwarded to the General-Prosecutor Office.
At the end of the monitoring, the administration of the facility was given instructions for further developments.
