By instructions of the Commissioner, the National Preventive Group (NPG) conducted planned visit to the Baku Investigation Isolator of the penitentiary Service of the Ministry of Justice without prior notice.
The aim of this visit was to monitor the custody conditions and treatment, investigate the received applications, ensuring the rights of the detained persons and to check the documentation in the detention facility.
It was also monitored the general custody conditions, heating, nutrition, daily walking, release procedure from the detention, documentation, access to drinking cold and hot water, health care and provision of parcel and telephone service in the facility.
More than 50 persons detained, also Leyla Yunus and Khadija Ismayilova have been interviewed in person. Some appeals have been solved on spot.
During the conversations the interviewed persons did not complain about their detention conditions and treatment. They have been given legal consultations and explained the Ombudsman’s competences.
The administration of the facility was given necessary instruction for improvement of the condition.
The outcomes of this visit and regarding the appeals of the detained persons are to be requested to the Ministry of Justice.
