Ombudsman Office Staff Members conducted the Investigation in Investigation Isolators

instructions of the Ombudsman, the staff members conducted the
investigation in
Baku Investigation Isolator and Investigation Isolator # 3 of
the Penitentiary
Service under the Ministry of Justice and met with detainees
applied to the
Ombudsman. During the
investigation,
custody conditions, health status and treatment were
investigated. The received
prisoners were instructed about their rights and competences of
the
Commissioner and their complaints were listened as well. While the
private conversation to each of 25 inmates in two penitentiary
facilities, they
did not complain about custody conditions and treatment. Opening the new room
for short-term visits for 12 persons in Investigation Isolator
#3 was evaluated
as a positive change. The administration of both facilities were
given relevant
recommendations regarding improving the outcome of the visit and custody conditions.
