Members of
Ombudsman’s NPM group against torture Vugar Maharramov and
Absaladdin Aliyev
paid long-term (two working days) visit to the prison No. 14 of
the Ministry of
Justice Penitentiary Service.
Preparatory work
was
carried out for two days in order to conduct the inspection.
Information and
reports of human rights defenders, NGOs dealing with human
rights, Public
Committee at the Ministry of Justice published in press in
relation to this
facility were analyzed.
The members of
NPM
group inspected dormitory, punishment cell, quarantine zone,
meeting places,
sanitary-medical unit, kitchen, food storehouse, etc.
Though the
inmates
didn’t complain about the imprisonment conditions and treatment,
the members of
NPM group found some shortcomings along with positive actions.
Thus, the
activity of the medical unit, observance of sanitary status of
all units, richness
of the library, organization of the work of facility collective
council
consisting of the inmates, creation of garret in the open air
for organizing
the leisure time of inmates, provision of the facility with gas line were appreciated. But the facts
that
the floor of dormitories, medical unit and punishment cell is
stone covered,
there is no permanent dentist in the medical unit, separate
advocate room was
not created, and the windows are small were pointed as
shortcomings. Necessary
recommendations were given to the facility administration for
improvement the
imprisonment conditions.
The NPM group
compiled report regarding the visit and the Commissioner urged
the Ministry of
Justice with respect to the results of the visit.
