Ombudsman’s NPM group conducted visit in Penitentiary No.8

The
members of the Ombudsman’s NPM group visited Penitentiary No.8 of the
Ministry
of Justice Penitentiary Service.
The
premises of the facility were inspected in accordance with the
requirements of
Optional Protocol. A number of positive changes were observed in the
penitentiary in comparison with previous visits such as provision of
the
facility with thermal system, repair of punishment cells in accordance
with the
standards, selection of few reproaching measures against inmates during
a year,
minimizing the use of special means, regular provision with water,
electricity
and gas, organization of new vocational school, improvement of
dormitories and
cells, organization of table-games, library for arranging free time of
inmates.
The
detainees didn’t complain about detention conditions and treatment
during
conversation with some of them.
A
number of shortcomings were detected during the visit and necessary
recommendations were given.
