According to the instructions of the
Commissioner for Human Rights, the members of Ombudsman’s NPM group
conducted
long term 3-day visit to the penitentiary No. 4 for women.
The members of NPM group inspected dormitory,
punishment cell, quarantine zone, meeting places, sanitary-medical
unit,
kitchen, food storehouse, kitchen, canteen, praying room and other
premises. A
number of positive changes were observed in the facility. It should be
noted
after appointment of a new chief of the Penitentiary Service and new
head of
the facility, measures were taken for improvement of the situation of
inmates.
During private talk with each of 55 women prisoners,
they didn’t complain about imprisonment conditions and treatment.
Appeals of
and issues raised by some prisoners were solved on the spot. Some women
complained that their children didn’t come to meet with them.
It was defined that a new penitentiary is being
built for women and the facility would be moved to new building.
Recommendations were given for further improvement
of imprisonment conditions.
