Members
of Ombudsman’s NPM group for prevention of torture and other cruel, inhuman, or
degrading treatment or punishment visited Baku Investigation Isolator for
investigating the appeals received by the Commissioner.
They
met with 26 persons detained there, explained them their rights and provisions
of the Constitutional Law on Ombudsman.
Those
persons did not complain about the detention conditions and treatment. They
stressed their dissatisfaction about court sentence, biased investigation, etc.
Two
persons noted they had been subjected to violence during detention. The
Commissioner addressed to the Prosecutor General in this respect.
Besides,
TDP and police station No. 29 of Yasamal District Police Office DPO, police
station No. 38 of Garadagh DPO and police station No. 4 of Binagadi DPO were
visited, no case of violence was found.

of Ombudsman’s NPM group for prevention of torture and other cruel, inhuman, or
degrading treatment or punishment visited investigatory isolator No.3 of the
Penitentiary Service of the Ministry of Justice.
The
staff members of the Ombudsman Office had conversation with the detained
persons, explained them their rights and the provisions of the Constitutional
Law on Ombudsman.
The
person who appealed to the Commissioner didn’t complain about the detention
conditions and treatment. He noted he had been detained by the staff members of
Nizami District Police Office, subjected to violence. Besides he mentioned
investigation was conducted in a biased way.
Recommendations
were given to the facility administration for improvement of detention
condition.
