The NPG carried out investigations in Baku Investigation Isolator and Detention Places
Ombudsman Office Press Release N 2833/27-13, 14.02.2013 The National Preventive Group (NPG) carried out investigations in Baku
Investigation Isolator (BII) of the Penitentiary Service of the Ministry of
Justice and detention places # 6 and 7. Several detainees, including Tofiq Yaqublu, Ilqar Mammadov and Nigar
Yaqublu were talked in their cells and it was investigated their custody
conditions. The detainees didnt complain about treatment by administration of
the facility. Simultaneously, some issues noted by I. Mammadov were investigated and
solved on spot. T. Yaqublu and I. Mammadov expressed their objections on provisions for
their accusation, however, there was not any problem to meet with their lawyers
and according to requirements of the legislation they are entitled to phone
their families twice a week. During investigations in detention places # 6 and 7, Group members received
confidentially some detainees, listened to their complaints and explained them
their rights. The administration of the abovementioned facility was given appropriate
recommendations. Press service
