Press-release N 1662-2226/339-10, 02.12.2010 The members of the
Ombudsman’s NPM group against torture V. Maharramov and V.Haydarov
conducted
long-term visits at the penitentiary institutions No. 1 and 15 of the
Ministry
of Justice Penitentiary Service.
They inspected the
dormitories, punishment cells, quarantine zones, meeting rooms,
sanitary-
medical facilities, mosques and church, stockroom, kitchens, canteens,
libraries, gymnasiums, ping-pong and billiard-rooms and other premises
at the
penitentiaries.
The members of NPM
group received a number of inmates, interviewed them in private,
explained them
their rights and also learned imprisonment conditions.
Existence of libraries
for effective arrangement of inmates’ leisure times, preparation of
wall
newspapers by the collective council, creation of conditions for
table-games were
appreciated as positive cases. Moreover, canteens, kitchens, laundries
and
bath-rooms at those penitentiaries are in normal conditions.
It should be noted a
number of shortcomings also were found. For example, the floors of
dormitories
of penitentiary No. 1 are made of stone; stomatological apparatus is in
unfavorable
conditions, the common living space in penitentiary No. 15 is small so
doesn’t
meet the standard requirements.
Recommendations were
given to the administration of facilities for elimination of found
shortcomings
and improvement of the imprisonment conditions.
