The Parliament does not intend to discuss the Ombudswoman’s broad amnesty motion

Parliament does not intend to discuss the Ombudswoman Elmira
Suleimanova’s broad amnesty suggestion, the head of the Parliament’s
committee
for legal issues and state construction, Ali Husseinov told the media. The
Ombudswoman asked the Parliament on
January 24 to declare amnesty on the occasion of several jubilees
celebrated in
2011. But Husseinov
believes amnesty should not be
related to any date and should be based on statistic researches. He
said
amnesty is usually suggested by the President. Recall that
the two latest amnesties were
initiated by the President’s wife, MP Mehriban Aliyeva in 2007 and 2009. Husseinov said
the Ombudswoman’s initiative
has no legitimate force. According to
the Constitution of Azerbaijan,
the Ombudsman has no right to suggest a legislative initiative. But
according
to the law on Ombudsman (Article 1.5), he has a right to apply to the
Parliament with an amnesty suggestion. The
Ombudswoman’s staff did not comment on Husseinov’s statement, though
this body
had advertised Suleimanova’s initiative before. All this clearly shows the
authorities’
policy on human rights and their attitude to the Ombudsman’s office.
