A visit was conducted to the Penitentiary No. 13

According to the Commissioner’s instructions, the members
of the NPM group conducted long-term visit to the penitentiary No.13 of the Ministry of Justice Penitentiary Service.
During the visit positive changes were observed following the recommendations after the first visit.
During the conversation with more than 50 inmates and the persons detained in punishment cell, those persons didn’t complain about the treatment.
The inmates also asked for creation of welfare room.
During the visit a number of deficiencies were found. Thus, the floor is made of stone, the sizes of some cells don’t meet the standards.
Moreover, the lack of doctors, and a resting room for the inmates in the treatment unit are among the deficiencies found. Recommendations were given to the administration of the facility for improvement of the imprisonment conditions. The Ombudsman addressed to the Ministry of Justice for investigation of those cases and taking urgent measures.
