By the instructions of the Commissioner, the National Preventive Group (NPG) members conducted monitoring in the penitentiary facility No.5 of the Penitentiary Service of the Ministry of Justice without prior notice.
The aim of those monitoring was to ascertain facts shown in the applications, to investigate general custody conditions and treatment, to check the state of ensuring of prisoners’ rights in conformity with internal disciplinary rules in the penitentiary institutions as well as international standards, and to control the documentations concerned.
The doctor member of the NPG also participated in this visit.
During the monitoring in the facility, NPG interviewed privately over 50 inmates and their applications were investigated on spot.
Including legal consultation, those inmates have been also explained their rights and Ombudsman’s competences.
Also, the Group members conducted monitoring of the canteen, bedrooms, medical department and newly constructed places of the facility. These new constructions will allow to positive developments and improvement of the custody conditions.
Summarizing the outcome of this monitoring, the administration of the penitentiary facility was given appropriate instructions for further improvement of the custody conditions, medical service and documentation in comply with the Code of Execution of Punishments of the Republic of Azerbaijan as well as internal disciplinary rules of the facility and for the elimination of shortages.
As a consequence of this monitoring, the requests by family members of the inmates sentenced in this facility have been responded.
Regarding the outcome of the monitoring it will be requested to the Ministry of Justice.
