According
to the instructions of the Commissioner for Human Rights, the members
of the
Ombudsman’s NPM group against torture conducted visit in Baku
Investigatory
Isolator of the Ministry of Justice Penitentiary Service in order to
investigate the appeals received by the Commissioner. They met with 22
persons
detained in the facility, explained them their rights.
The
detainees didn’t complain about detention conditions and mistreatment.
Some of
the detainees expressed their dissatisfaction about the court decisions
on,
biased investigation of their cases. Those persons noted the relevant
article
of Criminal Code had not been interpreted correctly.
One
of the interviewed persons noted he had been detained and beaten in
Nasimi
District Police Office. The Commissioner addressed to Prosecutor
General and
the Minister of Interior Affairs in this regard.
The
visiting team also inspected punishment cell of the penitentiary No.11,
met
with the detainees, learned imprisonment conditions. Inmates didn’t
complain
about mistreatment. During previous visits to the facility it was
observed that
the punishment cell didn’t meet the standards. But during the last
visit it was
defined that reconstruction had been carried out, some of the
deficiencies had
been eliminated.
Recommendations
were given to the administration of the facilities for improving
detention and
imprisonment conditions.
