The Ombudsman sent motion to the Milli Majlis with regard to declaring the amnesty
Office of Ombudsman Press-release N 1705-2280/20-11, 25.01.2011 The Commissioner for
Human Rights of the Republic of Azerbaijan pays close attention to
protection
of the rights of inmates along with other rights. Considering the motions
of the Commissioner, 326 inmates, including juveniles, women, ill
persons, the
elderly and journalists have been liberated up to date. Recently Elmira
Suleymanova sent motion to the Milli Majlis with regard to declaring
the
amnesty. The motion contains the
following: "As a result of reforms carried out in the field of human
rights
protection, great changes happened in the whole legal system of the
country. A
number of laws were adopted. Amnesty and pardoning are very important
among
those reforms. As a result of humanism policy of the state 9 amnesty
acts have
been adopted and 48 pardon Decrees were signed up to now”. In the appeal it was
noted this year is significant from the point of the anniversaries of a
number
of national and international events such as the 20th
anniversary of
the independence of Azerbaijan, the 10th anniversary of
admittance
of Azerbaijan to the membership of the Council of Europe, the 10th
anniversary of the Constitutional Law on Ombudsman, the 10th
anniversary of joining to the European Convention on Protection of
Human Rights
and Fundamental Freedoms, and to the European Convention against
Torture. Moreover, the 45th
anniversary of adoption and the 35th anniversary of entering
into force
the International Covenant on Civil and Political Rights and
International
Covenant on Economic, Social and Cultural Rights will be also marked
this year.
It was noted according
to Article 1.5 of the Constitutional Law on Ombudsman may submit motion
to
Milli Majlis with regard to declaring amnesty. Considering the above
mentioned issues, having respect for human rights and freedoms set
forth in the
Constitution of Azerbaijan and in international agreements, basing on
universal
values, and democratic ideals, believing in educative significance of
exemption
from punishment, noting that freedom, justice and peace are the main
condition
of democratic society, guiding with the above mentioned principles of
Constitutional Law, the Commissioner proposed to adopt decision on
amnesty. The Commissioner
stressed her belief that parliamentarians will support her proposal. Press Service
