Elchin Behbudov: State bodies conceal tortures

The Anti-Torture NGO conducted a press conference on the results of 2010 in its
office. The NGO’s head, Elchin Behbudov said the situation was not optimistic.
There were 106 appeals in 2009 and 169 in 2010. Eleven prisoners died in 2010.
They were most probably tortured and humiliated into committing suicide. Most
of the complaints were about the Ministries of Internal Affairs, National
Security, Justice, Defense, and Transport and the State Customs Committee.
Behbudov said the officials did not help investigate the torture reports.
"Despite
our numerous appeals to the state departments, they always answer that no facts
of the kind had taken place,” Behbudov stated. He said tortures are concealed
in Azerbaijan. "Moreover, many people accuse us of reporting negative data
to international organizations. But the international community (and
Azerbaijan’s society too) has a right to know what takes place here,” the human
right advocate stated.
Regarding
the death of a young man, Elvin Askerov, in Police Station N24 on January 13,
he said he would demand that the Interior Ministry should investigate the case
and penalize the guilty. He said the international institutions want the same.
That is why Behbudov intends to meet with the Interior Ministry’s Quick
Response Regiment’s Chief and the Chief of Police Station N24 of the Nizami
district of Baku today.
