Ombudsman’s National Preventive Group conducted monitoring in Baku Investigation Isolator of the Penitentiary Service under the Ministry of Justice without prior notice.
Purpose of this visit was to investigate received applications, general custody conditions, treatment in the facility, provision of detainees’ rights and the documentation.
In the course of the visit attended by physician as well, the treatment of detainees, custody conditions were investigated, nutrition, access to food was monitored; all corps and canteen was visited.
During the visit a number of detainees were received in private, some of applications were solved on spot.
The interviewed detainees did not complain about the custody conditions and treatment in the detention facility, they were given legal consultations on the issues raised by them, explained the rights of detainees and requirements of relevant legislation, their documentations were investigated. Likewise, the applications to be sent to the Ombudsman were accepted by the Group members.
At the end of the monitoring, the administration of the detention facility was given necessary instruction for improvement of the detention conditions; medical service and documentation in comply with national and international legislation, Internally Disciplinary Rules for Investigation Isolators, and the Law on the Protection of Rights of Persons Kept in Detention Facilities.
