Ombudsman’s National Preventive Group conducted monitoring in Prison No.2 of the Penitentiary Service under the Ministry of Justice without prior notice.
Purpose of this visit was to investigate received applications, general custody conditions, treatment in this prison facility, situation of promotion of the prisoners’ rights and the documentation. Physician member of the Group also participated in this monitoring.
Punishment cells, meeting rooms, medical-sanitation part and other objects of the facility were monitored. The situation of treatment of prisoners, custody conditions, nutrition, provision with potable, hot and cold water, medical service, as well as fulfilment of recommendations given during the prior visit to the facility were investigated.
During the visit numerous persons kept in this facility were interviewed in private and their applications were investigated on spot.
Also, they have been legally educated about their own rights, requirements of the relevant legislation, legal consultation was given on the issues raised by them, their documentations were investigated, and their applications to be sent to the Commissioner were received.
The administration of the facility was given necessary recommendations for further improvements.
