instructions of the Ombudsman, the staff members conducted the investigation in
the Baku Investigation Isolator of the Penitentiary Service under the Ministry
of Justice (MJ). They met with several detainees there, including Zaur
Qurbanli, Bakhtiyar Quliyev, Uzeyir Mammadli, Rashadat Akhundov, Shahin
Novruzov, Rashad Hasanov, Yadigar Sadiqov and others. During the visit,
custody conditions, health status and treatment were investigated. While
talking to the detainees in private, they did not complain about custody
conditions and treatment. Furthermore,
according to the request of the mother of Z. Qurbanli, Ombudsman staff members
talked to the head of the Medical-Sanitary Unit of the Investigation Isolator. The
medical certificate about health status of Z. Qurbanli was received and it was found
out that he was subjected to comprehensive examination during his custody in
Baku Investigation Isolator. Moreover, he was kept under the control of the
doctor, his health status was sufficient and he did not need any medical
examination and treatment. Furthermore, the
Ombudsman addressed the head of the Chief Medical Office of the MJ regarding
the health status of Z. Qurbanli. Also, Z. Qurbanli who repeatedly applied was
medically examined, subjected to ultrasound examination, his blood sample was
taken and examinations were undergone in the Azerbaijan Scientific Research
Institute of Hematology and Transfuziology.
Consequently, main blood tests and spleen were normal and he was diagnosed
"Beta Thalassemia Gene Carrier”. The head of the Chief Medical Office stated that according
to the medical reference, the health of Z. Qurbanli will be under periodic
medical examination and control. The
administration of the facility was given relevant recommendations on improving
the custody conditions. Press
