According to the instructions of the
Commissioner for Human Rights, the members of Ombudsman’s NPM group conducted
long term visit to penitentiary No. 10 without prior notification. After
previous visit to the facility the Commissioner addressed the Ministry of
Justice with regard to the results of the visit and made several
recommendations.
The aim behind the current visit was to monitor
the implementation of Ombudsman’s recommendations and investigate the
imprisonment conditions and treatment.
During the visit it was observed huge work had
been done. Thus, considering the previous recommendation of NPM group club,
library, medical unit, mosque were reconstructed, church, gym were built, the
number of telephones were increased fro ensuring contact of imprisoned persons
with their family members, new sewerage was installed and toilets were built in
each building.
Visiting team talked to 50 inmates as well as
with inmates in punishment cell and learned detention conditions. During
interview, along with other inmates Jabbar Savalanli and Zulfugar Ayvazli
didn’t complain about imprisonment conditions and treatment.
In general the condition in the penitentiary was
defined as satisfactory.
